The Salvation Army relentlessly and tirelessly provides empowerment to the community, from children to adults, men and women and vulnerable groups who live very simply to develop their potential and skills so that they can live a better tomorrow than today. We realize that proactive actions are more beneficial than reactive actions after a problem occurs. So now from Papua to Nias Island, from Palu to Buru Island in Maluku and several isolated and often forgotten areas, have been reached through various community development projects. The Salvation Army continues to expect assistance from various parties to continue this crucial service.

The Community Development Project was formed for the purpose of implementing Salvation Army projects related to Community Development and the BK Mission.
Types of Projects
Basically there are 2 main divisions of projects handled by the International Project And Development Service (IPDS), namely as follows:
- Proyek Dukungan Misi (Mission Support – MS Over & Above)
This document provides an overview necessary to understand and submit a Mission Support Project Proposal. There are two types of Mission Support Projects: Mission Support and Over and Above Mission Support.
1.A. Mission Support (MS) projects by definition, are projects funded by Financially Exempt Regions through annual Mission Support appropriations. Regions and Commands are provided annual appropriations by their IHQ-Zonal Offices to support their ongoing missions.
Projects typically fall into two categories:
- Activities that support or build organizational strength (halls and residences, computers, vehicles, etc.),
- Activities that promote the spiritual mission of the Salvation Army (i.e. Brengle Institute, field expansion, Youth and other special events, etc.)
The third category can be used with Mission Support funds, which are community-type projects (i.e. building a clinic that supports health initiatives, renovating a school, improving a social institution, etc.).
Mission Support is for projects that can be done to support the mission of The Salvation Army and are funded by Salvation Army money. Projects whose primary focus is to support the mission of The Salvation Army and its components must be funded through the ‘Mission Support’ process.
1.B .MS Over & Above refers to projects funded by Independent Territories (FI Territories) that are ‘over & above’ the FI Territory’s annual contribution, and ‘over & above’ the annual Grant Aided (GA) allocation. They fall into the following categories:
- Projects that support or build organizational strength (halls and residences, vehicles, land for headquarters, etc.)
- Activities that promote the spiritual mission of the Salvation Army (Territory to Territory shared learning visits, territory expansion, special events, etc.)
Where some may choose to use their Mission Support Allocation for a community type project, the Mission Support Projects above. Instead, such project proposals will be submitted through the community projects system (detailed in the ‘How It Works: Community Projects’ Document) and follow the relevant working procedures outlined therein.
For example, an Over & Above project submitted for the purchase of land for a new Head Office, will be processed through the existing MS O&A system. However, an Over & Above project submitted for the purchase of land intended for the construction of a clinic or school related to health or education, will now be processed through the database, and will have accompanying technical support.
Mission Support Project Criteria
The criteria for Mission Support projects are as follows:
- Project proposals may include any activities that will increase the Salvation Army's capacity to advance its mission.
- Project proposals may not include items normally covered by IHQ Support Grants and funded by the General Maintenance Fund (i.e. commissioning events, Officer allowances, regular corps operations, etc.)
- Project proposals may be submitted up to the agreed annual allocation limit as determined by the IHQ-Zonal Office.
- Project proposals related to property/land purchases must be processed together with the Property Proposal.
- Project proposals related to building/construction must have all relevant plans, approved legal documents, etc.
- Proyek Pengembangan Masyarakat (Project Development / Community Project – PD / CP)
Community projects: There are two types of community projects in the CPMS system:
- Development: These are usually new projects in the grant area*. They enable key human needs in the community to be met. The approach is to actively encourage community participation in the design, implementation, monitoring, reporting and evaluation of the project. Examples include the construction of clinics and schools, anti-trafficking programs and water and sanitation projects, etc.
- Institutional support: These are usually projects that support existing Salvation Army community facilities such as clinics, hospitals and children’s homes in the grant area and provide necessary new equipment such as beds, toilets and renovation work. They can also support the costs of running the program through funding for medicines, school supplies, food and salaries of operational staff such as nurses, teachers and counselors.
Community situation and needs analysis: an accurate picture of the human needs, strengths and weaknesses of the community.
This is achieved through a systematic process that:
- Fully participatory and involving all members of society, especially women and poorer and needier members.
- Collecting and checking information about the community
- Identifying community resources.
- It can be used to determine priority objectives, to develop community action plans, and to identify community development projects.
- Proyek Kecil / Small Project
SP is set for projects under US$15,000 (c. IDR220 million). Does not need to be included in Hive, but must follow the proposal standards and disciplines – also create a unique reference number (some territories ensure this is done). No KPI board approval is required so we can submit these projects more quickly. The requirements are the same, finances are recorded/received and reports are sent to the donor. We cannot take over project administration from small projects unless this is agreed with the donor.
